    Question Who are those MTA "Transit Security Officers?"

    They drive white Crown Vics with a non-amber light bar. They do vehicle and foot patrol around metro stations. They wear blue police uniforms, have a full Sam Browne, and carry. They look like PD . . . .

    But if LASD has TSB, why does MTA deploy this extra "police" unit?

    Those guys follow MTA currency trucks and provide additional security for the rails and such. I spoke to a K-9 officer from there who said that they are exploring the possibility of bringing back the old MTA P.D.

    I was too young to remember RTD PD. I was around when LACMTA PD was around. They were all armed. They also had security during that time. I worked for the rail lines the MTA was building.

    MTA security becoming MTA PD again??? doubtful- LAPD butchered that dept( hated them from the start and did all they could to get rid of them) the basic fact was that the LACMTA didn't really want a PD- it was a "necessary evil" due to liability and lack of cohesive policing and security services for the transit system we "supposedly" have.The MTA works across at least (4) of the area counties and getting the alphabet soup of agencies to properly respond to to transit crimes,let alone work together in reporting and investigating transit crimes, was a nightmare. MTAPD, formerly SCRTDPD,was put together rather sloppily(fault being that alot of "know it all" civies and opportunistic pocket padding burn out cops jumped on the original bandwagon).

    LACMTAPD was getting BETTER in the mid '90s until the issues of jurisdictional rivalry,particularly with LAPD, as well as officers demands started hitting mgm't. Several highly scrutinized arrests,Disputes over pay and retirement, a few shootings, and the death of an MTA PD officer (killed in a T.C by a drunk driver) led to criticism of the dept by larger regional depts and the MTA board sought "solutions". LAPD jumped on the bandwagon with its odious "one city- one police" plan and by 1997, MTAPD was a bygone thing.the bitter and ill concieved "merger"(LAPD took 60% of the officers and 45% of the jursidiction,while LASD took 40% of the officers and 55% of the rest of the area) showed city council,as well as the MTA and county BOS that larger agency mergers really didn't work as well as they all thought( which is why LAXPD,PORT PD,LAUSDPD haven't been merged in LAPD,or LASD so far). Poor service and aggressive contract negotiations led to the complete assigning of MTA transit policing LASD,although LAPD still responds to transit crimes as they occur within LA city jurisdiction as well.

    Alot of folks continue to think that MTAPD will return, just like they believe that the L.A. Comm. College district will reform its 140 officer disbanded PD, and that Compton PD will return. these same folks also believe in the "easter bunny" and "santy - claus".

    As far as the current MTA security officers? they are armed security augment to LASD policing services(though not under the supervision of LASD); I don't know their current deployment #s and haven't seen the MTA security actually on patrol in my area in almost a yr(LASD-TSB comes thru frequently); I have heard they have a combo of training which includes PC 832 and in service defense tactics,conflict resolution,customer service,as well as have their BCIS priv. security permits.I know they used to issue parking and fare evasion cites, but as far as arrests or emergency responses? doubtful.Last time I saw these yahoos, they were wearing light blue shirts and dark pants .You should check the LACMTA website to see if they are hiring ,if you want to try armed security patrol work,and use it later to pad your work history.....

    Thought I make a couple of clarifications as to, "Who are those MTA Transit Security Officers?" We are about 100 Transit Security Officers represented by the Teamsters Union. We are fully armed, semi-auto and shotgun , no need for BCIS requirement due to us being a Public entity. Uniforms are black not blue. We patrol bus divisions from the Southbay, SF Valley, SG Valley, Westide, Blue, Green, Red, Orange, Gold and soon ELA and EXPO lines. We do respond to emergency situations and we do make arrests. Though we have no peace officer powers as of yet, progress has been made to change that. If all goes well in the near future we plan on expanding our numbers significantly, that is if the powers that be would allow that, "MTA Board". We have K-9 Bomb Detection Units that patrol and respond to calls. We cite only on district property for parking related issues, we do not cite for fare evasion, LASD handles that. As far as training goes, this has been a long fought issue by our officers, but soon all this will change. P.C. 832, in service training, DHS training are currentyl the training that is given. One note to mention a name change has been approved and is in the works. Lastly, we do have a cordial relationship with LASD-TSB. Stugotz, good luck in your process with LASD.     So, gpjr, you are saying that MTA is basically reinventing a "wheel" they have created and dismantled at least 3 times in modern history???? and if you aren't ,at min. 836.5 PC or working under 830.7(b)PC, you are little more than private security ,capable of only priv. persons arrests so don't hang yourself out there on a "belief" that you handle more than what you are actually and legally required to do.The job may pay well and you may get some decent training, but DON'T hold your breath if you think that MTAPD will ever return; LASD has very strong proven record of contracting, and IF they decide to merge the L.A. County PD into LASD- there will most assuredly be NO MTAPD.

    Last time I even "noticed" a transit security unit ,it was passing by the 96th street bus depot , and DIDN'T stop like I did to remove,then book a "415 man with a knife" from the bus(nor did the driver even call- if a call went out it would have been to TSB to respond anyway) .I routinely worked with, and backed the "real" MTAPD officers back in the '90s. In early '97 when they knew what their fate was,many were bitter and angry toward what they felt was a MTA mgm't sell out(Sharon Papa got her 30 pieces of silver and danced with glee).Now if you think that between Baca and Bratton, you'll have a new transit PD to work for,my advice is that you apply for any of the local PDs ,rather than wait.Other than that, use good judgement and tactics, and stay safe out on duty- anything and everything with a uniform and any symbol of authority is a target to malcontents....

    DOA, in no manner did I suggest that MTA will reconstitute a PD because they are not. I was clarifying some points and making known to those that had questions about the Department and what we do. You are correct with your analysis of the Penal Code, currently we do have a MOU with LASD under 830.7 just for issuing parking cites and that may change depending on the outcome of contract talks between LASD and the MTA. Though we do arrest as private persons, we are in house not private security. With regards to handling situations beyond our call of duty, well lets just say that things have changed, but our authority and training have not. The MTA is not looking to reinvent any PD, their goal is to save money and use in house personnel more efficiently and effectively. We do have a couple of former MTAPD guys. so we're fully aware of all the past negativity. Your right about wearing a uniform and symbol of authority...by the way I haven't seen you guys in awhile, do you guys still come and check up on the flyaway?

    figured you guys had the 830.7 PC thing going- but like I said ,do what you need to get the job done, but not in a way that will push you beyond the limits of your job! don't fall for the "public safety officer " or flashy ,ambiguous new logos slapped on your cars-especially if the $$$ and the health and liability coverage isn't there.Don't get me wrong- MTAPD officers were "hungry" back in the day, eager to get into stuff( but they also got burned out from min. deployments and not enough officers to cover assignements)- trying to get that dept back would not only meet opposition from "big bro blue" in L.A. but the money and inter agency MOUs would be difficult,especially when bratton is bragging about low crime stats.we need folks badly, so come over and apply- starting is currently $60,0009 to $82,079

    As far as the "hi visibility" detail at the flyaway bus depot stop, union train Station dwntwn??? Thats was for PR purposes to get Valley and SCV residents to use the bus to come to LAX instead of driving- crime and potential hijack threats never panned out,so the detail was scrapped( the other day,though,a lazy bus rider dumped his heavy luggage onto a fire extinguisher,knocked of the valve,and caused it to burst-FOLKS freaked out like the loud bang was the much feared "al kaedie" attack; can't live in paranoia forever though....

    I knew an RTD copper once. They called him the "Executioner of the RTDPD" because he got into so many shootings. He was one of the funniest guys I met. The way he described that old PD it sounded kind of fun. For years they worked mostly UC and rode the buses looking for crimes in progress. Think about all the crazy crap you could get into that way. They also had this unit that was meant to catch taggers called the "Ghost" team that drove around in UC Cameros. Pretty hot dog kind of a place that specialized in hiring fired cops.

    That was the penal code section ofr transit,railroad, airport police and some Harbor police officers- SCRTD,then LACMTAPD officers were listed under that section prior to the agency being disbanded in '97. Part of the "problem" is that alot of people ,even some police officers think that the section means "limited" duties when in reality, any officer listed in the penal code from 830.1 to 830.33 often do the SAME thing- you can't really get away from it( although there is ALOT of "kissing off" on certain issues).....

    A little off subject, but isn't the MTA Security Chief an ex-LASD Dep who got rolled up from patrol training? I think it's a little personal thing now for him and was bidding or trying to start the MTA Police think again.
