for the PSAI Public Safety Diving Program
The Executive Board of PSAI named Andrew Capps to the position of International Training Director for the PSAI Public Safety Diving Program. We are so glad to have someone in this position with such a diverse and extensive background as it relates to all aspects associated with Public Safety Diving. Andrew will not only be working with all PSAI Country Licensees to establish PSAI Public Safety Diving Programs internationally; he will also spearhead (working with those within the PSAI Professional Family who have Public Safety Diving experience and knowledge) the further development of the PSAI Public Safety Diver Program and PSAI Public Safety Diving manuals and materials. All of our Publics Safety Diving Programs are NIOSH, OSH, NFPA and ISO Certified
Andrew brings to PSAI a rare background that few possess to be capable of such a position. He has extensive military training from the U.S. Navy, the Department of Defense and other organizations who work with the military. He has an incredible array of Law Enforcement Training that relates to Public Safety Diving. With 15+ plus years experience in developing, standardizing the Public safety Diving Protocols.
PSAI Public Safety Diving and Swift Water Rescue programs have been recognized around the world as the "Premier" Public Safety Diving Agency.
His civilian education includes:
• Ph.D. – Forensic Psychology
• Master of Science – Criminal Justice Administration
• Bachelor of Science – Criminal Justice
• Former South Carolina Law Enforcement Criminal Justice Academy Instructor
• EMT-P Training / Certification
• Diver Team Medic Technician Instructor Trainer
• USWFA Water Fitness Instructor & Coordinator of Water Fitness Programs
• Primary Training in Hyperbaric Medicine
• ASHI – All BLS Levels Instructor
His professional activities include:
• Member of the Overseas Security Advisory Council
• United States Masters Swimming Head Coach
• Member of Undersea and Hyperbaric Medical Society
These are just a few of the many areas of experience, education and background examples of what Andrew brings to the PSAI Public Safety Diver Program.
Andrew won’t be sitting still very long, as he is preparing to be travelling internationally training some important PSAI Family Members during January. More news on this will follow.

These courses are designed for Active/Retired Public Safety PersonnelPSD Open Water
and Private Investigators unless otherwise noted.
This course will teach participant the skills and knowledge required to be a safe, comfortable psd open water diver and Line-Tender.
PSD Advanced Open Water
This course is designed to build on your open water skills and incorporate more advanced scuba techniques such as Wreck Diving, Deep Diving, Night Diving, Buoyancy Control, Diver Rescue Techniques, and much more.
Diving in Contaminated Waters
The purpose of this course is to provide general guidance and basic procedures for diving in contaminated water.
The Dive Team Medic is an individual who provides initial/pre-hospital care to dive team members who become ill or injured in the dive setting.
PSD Night Diver/Compass/Mapping
This course is designed to teach the techniques of Night Diving, Compass Navigation and Mapping of Crime Scenes.
Search and Recovery
Instruction will cover techniques, principals and application of Search and Recovery methods, including planning techniques, organization procedures, problems and hazards of Search and Recovery.
Underwater Criminal Investigation
Instruction will cover techniques, principals and application of Underwater Criminal Investigation methods, including planning techniques, organization procedures, problems and hazards of Underwater Crime Investigation.
The course is designed to "Enhance" the knowledge and skills of the Underwater Crime Investigator and focuses more on the "Forensics" (i.e. Cause of Death, Recovery of Skeletal Remains, etc.). The course was originally developed for Medical Examiners and Local Corners, to help them with a more definitive Cause of Death (COD) in water related accidents/crimes but we have extended the training to Public Safety Divers.
*ORDNANCE AND HARBOR SECURITY SEARCHING (OHSS)
MUST BE CURRENT/RETIRED PUBLIC SAFETY: Instruction will cover techniques, principals and application of Ordnance and Harbor Security Searching methods, including planning techniques, organization procedures, problems and hazards of Ordnance and Harbor Security Searching. **THIS COURSE DOES NOT IMPLY OR TEACH HOW TO REMOVE/DIFUSE LIMPETS/BOMBS. *MARITIME INTERCEPTION OPERATIONS (MIO)
MUST BE CURRENT/RETIRED PUBLIC SAFETY: MARITIME INTERCEPTION OPERATIONS, provides tactics, techniques*, and procedures to conduct unilateral or joint MIO operations.
*Marine Port Security
MUST BE CURRENT/RETIRED PUBLIC SAFETY: The purpose of these courses are to properly Educate, Prepare and Train the Marine Port Security Officer/Diver in the aspects/hazards of Marine Port Security. The Marine Port Security Program consists of several courses, below are the Core Courses;
