Question Right Turn on Red from Double Turn Lanes

Q1: At an intersection marked for double right-hand turn lanes, is it legal in CA, for a car to turn right on a red signal, using the dedicated right-turn lane that is not the right-most lane (assuming, of course, that the intersection has no posted prohibitions)?

Q2: Are there still states (or Canadian provinces) where right-turn-on-red is illegal? Where?

Every one of those intersections (and we have many) I know of now has a "No Turn On Red" sign displayed above the 'inside' turn lane.

However, there is at least one significant one that doesn't, that I take on my way to work. It is the West-bound connector road from S-73 West (tollroad) to S-133 North (Laguna Canyon Rd), on the outskirts of Laguna Beach, CA.

That particular ramp divides into two lanes, a right-turn-only lane and a right-or-left turn lane. The volume of traffic on it in the morning is tremendous. There are no signs visible that restrict right-turn-on-red, nor would you want one there.

During the southbound protected left-turn phase, cars on this ramp from both lanes are frequently turning right-on-red. It probably should have a right-green-arrow for the westbound ramp traffic during that phase, but does not.

Yes, you can turn right from either lane unless otherwise prohibited by a red arrow or not turn sign.


CVC 22100

(a)(3) Upon a highway having an additional lane or additional lanes marked for a right turn by appropriate signs or markings, the driver of a vehicle may turn right from any lane designated and marked for that turning movement.
