would have been nice if there was audio to go along with it, but it didn't seem like she needed to be tased from what i saw.

News Channel 5 has confirmed these images show an Alexandria Police Officer- Corp. Kenny Rachal-who’s been on the force for 13 years. We see him using his taser on-- and tackling a woman named Doris Moses. The stop happened on Easter Sunday of 2007, but now it’s the subject of an internal investigation by APD, and as of this week, Ms. Moses is seeking a financial settlement from the city.

The takedown unfolded that Easter Morning- at the corner of Pecan Drive and Joyce Street: The Moses home is a few blocks away. Police had been there earlier- to search for the suspect in a robbery.

According to the police report, cops did find stolen merchandise on the premises…inside a shed in the backyard. The suspect in the robbery, a Mr. Wadell Goodman had been living in the shed. After the officers found the items in the shed, Ms. Moses says she asked them to leave, but she says they told her they wanted to search her house for Mr. Goodman. The police report says Ms. Moses denied knowing Mr. Goodman…they asked a second time to come in, and the report says, Ms. Moses closed a door in the officer’s face.

At that point, officers say they checked the plates of the vehicles in the driveway. They discovered some of the vehicles were registered to Robert Moses -Doris’s husband- and according to the police report Mr. Moses had eight warrants for his arrest. Having learned of this, officers asked again to be let into the house. According to the police report, a dispatcher had heard male voices over the phone, but Ms. Moses told officers there were no men in the house, just her three children.

Then Ms. Moses says she told officers she was late for church. She says the officers gave her permission to go, so she pulled out of her driveway. Ms. Moses says one cop even closed a car door so she could pass.

According to the police report, Ms. Moses was instructed not to leave…the report says she pulled out of the driveway- nearly hitting a police cruiser.

A few blocks away, Ms. Moses was pulled over by Corp. Rachal and the situation seems to have escalated. The police report says Ms. Moses was struggling, it says she refused to come out of the s-u-v.

Attorney Greg Aymond is representing Ms. moses. He says Ms. Moses was the victim of a heavy handed police officer, and possibly treated so roughly because of her race. He says this is a civil rights violation and he’s preparing a lawsuit if the city won’t compensate Ms. Moses.

Mayor Jacques Roy and Police Chief Darren Coutee held a press conference at City Hall- to address this issue. They say they are deeply concerned about Rachal’s conduct, and some previous incidents on his record which they did not want to detail.

Officer Kenny Rachal has been on sick leave, which was extended this week.

News Channel 5 is trying to reach Rachal for comment. A personal cell phone has been disconnected-- and several attempts to contact Rachal were unsuccessful when this story went to air.

As for the question of timing: Why is the incident being investigated now...if it happend over five months ago? The Alexandria Police Department says no official complaint was ever filed. Chief Coutee says the incident is being looked at more closely, at present, because Ms. Moses requested the tape and hired a lawyer.

I hope no one will jump to conclusions either way in this case. Without the audio it's impossible to tell what verbally transpired. The brass and the city will no doubt cover their backsides first and then sort through the mess.

if she was resisting (I think which is highly possible) than her getting tased is not a big deal. (she didn't suffer severe injury)

Please post more tasing videos ...
They are a source of entertainment for me and my wife ...
Especially when there is audio and you can hear anti-police societal leeches throwing off attitude and disobeying officer safety commands.

I somewhat know the story of that one.

This lady said she had to go to some beauty pageant the next day, and sued the PD because she couldn't go (i think). The PD fully backed their officers in this situation, which i am glad to hear.

The officer in the Alexandria, LA incident has been fired and his appeal to the civil service board has been denied. He has one more appeal. The lady has since settled for $20,000 out of court with APD. I was going for an interview with this department but after all that I decided not to go. The chief immediately took the side of the lady here without even knowing all the details. The lady was hiding a criminal and certainly had stolen merchandise on her property. The chief took her side and so did the crummy mayor. It's nice to know that the mayor is a former Lawyer who used to represent people like the lady.

The more I see tasers used on our arrests, the more I see that there is no other way that so quickly, and with so little injury, completely stops a subject from resisting. It really is the best thing that can be done to you if you resist arrest.

I am noticing that alot of smaller depts do not "appear" to have unions. Which seems to me like you can be fired at the drop of a dime it seems. Thank god thats not the case up here...

If you are a cop in my department, you'd better not be heard talking about a Union. Our City Council is perfectly happy getting away with paying officers ****, and firing them at their will.

I have sat back and watched this Tazer argument for quite awhile now I worked 5 years at an agency that if you even said the word taser got scared. We were constantly involved in foot chases and 90 % of the time the bad guy got away, well then there were the fights it seemed like everyone of us got into a scuffle every other day several injured officers I got hurt fairly bad in one of them and missed 2 months outta work, suspects were being carried to the E.R. to get sewn back up weekly I even ended up breaking some womans arm after she grabbed me by the throat and started choking me.
Then I came to the agency that I am a supervisor at now and they had one taser I got certified (shot with the taser took the full 5 secs wasn't fun). I have always taken pride in trying to deal with most people without fighting but if you wanna dance i have no problem calling the tune . I made it almost a year and I get into a tussel with a DUI I work a rural area back then we only had 1 officer to a shift and backup could be over 30 mins away, I pulled the taser pop he went down, handcuffed checked out by medics put in jail I wasnt hurt he wasnt hurt and he didnt escape custody, then about a month ago another officer and myself enter a home to serve a warrant the mother let us in and told us where he was I drew the taser and ordered him to stand-up slowly and turn around instead he lunges at my partner I popped him and he went down handcuff medics check he goes to jail. I have come to the conclusion in all the taser uses I have been involved in that had we used batons or mace the suspect wouldve been hurt and we could have gotten hurt or god forbid killed. Our mayor and council were so impressed with the drop in workmans comp claims and lawsuits that we now have one for each officer and intend on purchasing the shotgun version and a special marked less lethal shotgun when they come out. In our case it has worked well the problem I see though is that some officers forget about verbal/people skills and do react a little too quick with it but the same thing happens with mace, batons and even our firearms. The taser can be a great tool but it should be used with common sense and good police practices which can be reinforced through continuous training.

There's no union, however there is supposed to be civil service protection.

That was what made me a little nervous about working at the SO I work for. The sheriff is a civil lawyer. i though we would be no chase, no taser, ect. It turns out he stands behind us 100% on everything. Even things that I wouldn't. He gives us all the tools training we need to do our job, and lets us use them. If we get into a law suit, which we have many, he will not settle out of court and fights it to the end.
