I generally think it's a good idea, but that's because I got burned by getting hired by a small town department 200 miles from my home.
I got such a hard time for not being a "local" when I started there. See, the personnel department loved getting out-of-towners to work there, but the actual department only wanted locals. It's no secret that outsiders were "forced out," like myself and the other out-of-towner I was hired with.
