No, nothing's been changed. You still need statutory arrest authority. You don't need arrest authority off-duty. When you are retired, you are off-duty.

You guys are wearing me out. Read the statute.

We get sworn in and have full arrest powers on duty in the jurisdiction of the county. I can be the reading/arresting officer on arrest warrants. I arrest court ordered commitments. We can even file new charges and do a full case report just like a patrol deputy making a new arrest if we ever needed to. (say a intoxicated visitor...We could be the arresting officer and file a PI charge.) Is this statutory powers of arrest? I would think it is.

So what do you think? Would I be covered? Also assuming that I have not been drinking and that I am not on disciplinary action at the time.

Dude, I talked to a U.S. Attorney while in Glynco Georgia, he said BOP has the authority to carry open or concealed in every state of the United States under L.E.O.S.A. So if your BOP, don't sweat it, other then that ask your supervisor.
