Many depts around the country are adopting similar SOP's, usually as a result of political pressure. It is always at the behest of administration that no longer has to look at the front of a Buick as potential threat.
Administration says, "Just move out of the way."
Officers say, "What if we cant? What if we have been incapacitated? Or we are trapped by the environment (walls, other cars, dumpsters, drop offs), and cant jump out of the way?
Administration replies, "Uhhhh, when was the last time that happened?"
Its sad. But the simple ugly fact is that big city administration figured out long ago, that it is cheaper to bury a policeman, and retrain a new one to replace him, than it is to pay out a wrongful death suit.
It might get recended when a dash cam records a Officer getting dragged to his death underneath a car. Until then, I'd rather get judged by 12 than carried by 6...........the cop mantra.
