I'm no gunsmith but I think that 17s were made to handle being fired underwater if they
have some special recoil plate or pin or something like that.

Wannabe,
Glock does manufacture a part which is designed to allow the weapon to be fired underwater. This is a modified firing pin spring cup which allows pressure to escape the firing pin channel. No Glock (or any other firearm) should be fired underwater without this modification. Additionally, there are risk factors involved with firing a firearm underwater that involve pressures and soundwaves which can cause injuries.
Also, most military and defensive ammunition is waterproof in the sense that a quick dunking will probably NOT cause misfires. Prolonged soaking, however, probably will.
Hope this helps.

You need the marine spring cups (the little end cap parts that hold the firing pin spring on. You can get these from Glockmeister.com. And, you need ball ammo, since hollowpoints would start to expand instantly - before leaving the barrel.
From what I've heard, the percussion underwater causes a large amount of bleeding in the ears, so I would not recommend you do much under-water shooting unless you're trying to take out a sub or aircraft carrier. At that point, your little Glock might need some help! http://www.officer.com/ubb/smile.gif
