For what they cost are the H&K USP .45's really better than Glock's .45 pistols?

I have used both extensively. IMHO both are excellent pistols.
Better or worse depends on what your own preferences are in a pistol.
If you are in a position to choose, then try each of them and see which one you prefer. Either of them are excellent and well made firearms.
I will say this....when it comes to choosing a pistol...price should not be a factor. Just as with body armor. For equipment this serious...I always make it a point to buy the very best that I can come close to affording. I mean, how much is my life worth anyway??

My beef with the HK is the one I have with all double action weapons. Double action is not necessary and an impedement to the use of the gun. Oh, and I hate that little flipper magazine release.
Otherwise both are great guns. It all comes down to preference and availiblity.

I am only asking this because although I am a high school senior I want to start saving now. I have vowed to get myself the "best" vest as well as the best firearms. And yes I know that it's a little early to start thinking about this stuff, but I like to have this stuff worked out way in advance.

It's not too early to start thinking about this stuff, but it IS way to early to start making any investment. Wait a while. You will likely find a department that furnishes you with all or most of your equipment.
Even if you have to furnish your own, there will probably be certain guidelines you must follow. It could be a big waste of money to make investments without this knowledge.
Just refer to the tread topic Glocks at the range = banned.

My advice...if you really want to get a headstart on something that will really help you out...
start hitting the books...Report Writing (writing in general; take a few courses), communication skills, a few law classes...
When you get hired, your department will train you extensively in firearms and will issue you good body armor (more than likely). In case you have to provide your own, you have plenty of time to save money.
If you are really dedicated, start doing the hard and boring stuff that will really come in handy and also really set you apart as ahead of your peers.
Anyone can shoot a pistol, but a good report is not as common, and good communication skills can keep you out of more trouble than your pistol EVER will.
Oh.....and practice your handwriting. No joke!

I had a Glock .40 for a short period.
I carry a H&K USP.45 now and its great
very reliable and accurate worth every
penny and then some.
