I applied to the FPS 1811 in late June of this year. I haven't heard anything back from them yet. Does anyone know more about the job requirements...ie what qualifies as LE experience and what doesn't. I have been in the US Coast Guard for almost 6 years and 3 1/2 of those were doing maritime law enforcement. Any insight would be helpful.

For 1811 slots agencies usually require law enforcement experience related to the job of a Criminal Investigator - assignment to an investigative job in a police agency. County Investigator or Police Detective experience. Uniformed patrol is a different realm and military law enforcement is quite different that civillian l/e jobs as well.
Welcome to O.com and I hope this helps.

Not true at all.
FPS SA's do quite a bit of criminal investigations in regards to threats to the physical security of Federal buildings. Their investigations can be long and cumbersome, especially with what ELSE they may find when investigating a suspect who breached the security of a secure facility. They are often put on JTTF's as well.
Granted, there are Police Officers and Physical Security Speacialist within the Agency. They are more of the security function.
To the original poster: Many in the Coast Gaurd would be qualified for these positions due to many of you having done quite a bit of physical security investigations around the ports and on vessels. If you have, talk that up...

I never heard a thing. I applied for status and public announcements. Not a word.

I met an agent from FPS recently. I asked him what kinds of investigations he conducts regularly and he told me that he conducts lots of investigations into threats against government employees, buildings, and contractors. That and a lot of white collar crime.

Is anyone else waiting to hear their status?
I know HR is slightly overwhelmed right now so hang in there guys and girls.
When I last spoke with the nice HR lady who was assisting me, she said she had about 415 unread e-mails.
I never heard a damn thing from FPS. I must have applied 5 times through status and public announcements for both LESO and Criminal Investigator positions; I've not even received the generic application acknowledgment letter.

Fiends armed with badge of shame

Fake badges were allegedly obtained by felons, including accused murderer Darryl Littlejohn (below).
Ward for News
It's the dis-honor roll.
Accused murderer Darryl Littlejohn. Gunpoint robber Israel Suarez. Molester Darryl Rich.
Those are just some of the criminals who graduated from a bounty hunter school accused of aiding and abetting felons by putting fake NYPD and federal badges in their hands.
Students of U.S. Recovery Bureau schools paid $860 to learn how to wield a baton and subdue "fugitives" with pepper spray and cuffs.
They were also equipped with realistic-looking badges - design knockoffs of shields from the Police Department and various federal agencies.
"The badge has been a symbol of the lawman for hundreds of years," said John Ulianko, regional director for the Federal Protective Service, which helped expose the U.S. Recovery Bureau badge mill.
"People see a badge and they think, this person is here to help. Instead, fake badges are landing in the hands of criminals. This school is just a tiny tip of the problem," said Ulianko, whose agency safeguards federal buildings.
When his agents and the NYPD's police impersonation squad busted the U.S. Recovery Bureau's founders last month, they seized lists of the school's graduates - a real-life rogues' gallery.
There was Littlejohn, also known as Johnny Handsome, an ex-con later accused of raping and killing graduate student Imette St. Guillen in 2006.
Littlejohn met St. Guillen at a Manhattan bar where he worked as a bouncer. He was hired because the owners bought his story that he was a "fugitive enforcement agent" with federal training and a shiny badge.
He also posed as a law enforcer on Oct. 19, 2005, when he allegedly kidnapped a 19-year-old York College student as she walked home in Queens.
The Manhattan U.S. attorney's office charged school founders Ralph Rios and Robert Neves, an ex-NYPD detective, with conspiring to dole out the phony badges at their schools in Brooklyn, Manhattan and Passaic, N.J.
Of the schools' 943 graduates, 78 were convicted felons, authorities said.
One diploma recipient was Suarez, a professional "bounty hunter" who robbed New Jersey gas stations at gunpoint in his spare time.
Then there was Rich, of Jamaica, Queens, who graduated from the U.S. Recovery Bureau in spite of a 1995 sodomy arrest.
Another happy customer was Michael Quinones of Brooklyn, who was busted in 2006 after he manhandled a customer at the clothing warehouse where he worked security.
"You can't do this to me! I just came into the store," the hapless customer said as Quinones grabbed him around the neck and slammed him against a gate.
"I can do whatever I want," Quinones said, according to court records, as he lifted his shirt to display a "Fugitive Recovery Bureau" badge and what the victim thought was a gun.
"I am a f---ing cop!"

Got a call for an interview sometime in the next few weeks. Does anybody know the exact hiring process? It seemed to me that they didn't use minneapolis hiring center and alot of the hiring was done at that field office.
The reason I say that is the Special Agent In Charge asked me specifically if I wanted that particular field office and indicated that I could possible come in at a certain GS grade depending on my qualifications. Where as with Ice Special Agent it is entry level positions only.

Even though FPS is part of ICE they do not use CBP for hiring (MHC). It is handled by the local office or region You will attend CITP and probably an FPS SA add on. You don't go to ICESAT.

More good news! :)
I called HR in Laguna today to check the status of my BI.
The references I listed on my SF-86 hadn't been contacted and I was curious as to the lack of progress.
The nice lady who is handling my application told me that it looks like they went off of the last BI they did on me because my status in the BI shows "Cleared for Employment"!!! (with the date of 9/11/08)
Symbolic day for my BI to finish!!! :)
Life is getting better. :)
Still awaiting the drug screening (if they don't use the last one they did on me).

April 2004 - Graduated FLETC CITP while a Fed. Detective
Late 2005 - Applied for FPS SA slot
2 weeks after the closing date of the announcement - Telephonic Interview
March 2006 - COE and started BI/Med/Drug screening
Late 2006 - Hiring freeze due to downsizing
March 2007 - I turned 37 and my BI was completed favorably
Late 2007 - I found out the 2008 Omnibus Spending Bill reversed the downsizing of FPS
Late 2007 - I wrote the Director of FPS and asked for assistance. (I was still listed in the hiring pool)
February 2008 - I received a call from the Director himself
July 2008 - I received confirmation from HR that my age waiver had been granted. COE again for the same position.
Since July 2008 - reprocessing my BI/Med/Drug screening...
I have been fighting for this one for a LONG TIME!

I interviewed for one city shortly after the announcement and another city a month ago or so. Both were over the phone and both were completely different. They had standard questions but one set was mostly to test my criminal investigations knowledge and the other set was more like the behavioral questions the FBI asks. Additionally one set of interviewers really liked me and moved me on in the process while the latter where not all that friendly, IMO.

I applied out of Region 6. From the sound of it... they will give me a final offer of employment and EOD as soon as the medical clears. So hopefully it won't be more than a couple wks. I'll keep everyone posted.
Is there some type of other training you have to do at FLETC? I thought I remember hearing somewhere that you have to do some type of security training in the first year, otherwise you can't promote to the next grade level (without some kind of exception).

From another Website:
LESO is 0080 series and Special Agent is 1811 Series
INSPECTOR/PHYSICAL SECURITY SPECIALIST (LESO/CANINE HANDLER)(GS-5 - GS-12) Inspectors perform as uniformed, armed law enforcement officers that respond to crimes and make arrests; conduct Building Security Assessments; and develop action plans to reduce vulnerabilities. Inspectors are responsible for determining security systems or services for client agencies; promoting positive working relationships serving as a liaison with top management officials; and serving as a Contracting Officer Representative, ensuring contract compliance ************************************************** *****************************************
CRIMINAL INVESTIGATOR (GS-5 - GS-12) FPS criminal investigators serve in plainclothes, as armed Special Agents. They investigate felonies, make arrests, gather criminal intelligence, perform criminal and non-criminal investigations and network with other federal, state and local law enforcement agencies. In addition to these duties, criminal investigators analyze criminal statistics and recommend action; search crime scenes; collect and preserve evidence; participate in Federal Task Forces; conduct surveillance and interviews; present investigative results to U.S. Attorneys; testify at grand juries, courts and administrative hearings; and gather and evaluate threat assessment data.

Hey just got a TO for FPS 0080 is it easy to transition to FPS 1811? Is the FPS 1811 different from ICE 1811 or it's both the same?
jsbeith
02-02-2009, 07:58 AM
1811 is a totally different job from 0080.
1811 conducts criminal investigations, so I would think it would be a hard sell to transfer over.
Civillian experience as a plainclothes detective or investigator in a police department is what they would be looking for in a resume.
A lateral from another 1811 slot would be even easier.
0080's perform basic patrol and AT building assesment duties.
Neither one prepares someone as an Agent.
That being said, the 0080's I have met seem to love their jobs and are quite happy with what they are doing.
jsbeith
02-02-2009, 08:00 AM
The mission of the ICE and FPS 1811's is different, but the job is the same.
FPS specializes in investigating threats against federal facilities and personnel, while ICE 1811's investigate cases of illegal immigration and customs violations.
Investigations is investigations...
Each agency simply has a different arena to play in.

I was offered a COE for an 1811 position. I am currently an 1811 as a 13/8. I know I have to take the 12/10, since that was the grade of the announcement, however, what is the deal with the journeyman 13's?
Any FPS 1811's out there? If so, how are they handling new hires? I have served as a 13 for several years, so I have TIG to be promoted back w/out problem. How willing will FPS be to get me back to 13 ASAP??
FYI - I applied during the most recent FPS 1811 announcement. Was interviewed via phone in mid-January and given the offer last week.

02-02-2009, 02:52 PM
I think it is a written test/evaluation for the 13 right now.
I was told later on it will be an automatic progression.
I have run into a possible snag.
They are considering making me attend CITP all over again.
I graduated CITP in 2004 and I just had to file a waiver to avoid going back through the same class again.
I don't yet know if they will waive it.
I wasn't told about this before I moved to DC for the job.
Something to consider.

I am in the dark about the waiver.
FPS is sending my waiver to FLETC for evaluation.
Apparently they (FLETC) will make the decision.
Crossing my fingers...

Nice, Glad they got something right.
I put in back in May (like everyone else) did my interview for the AZ office in Sep. Didn't hear anything until end of NOV,meanwhile I put in for the CGIS spots in NOV, Mid NOV FPS calls with a offer, did my drug tests and all, and notta word. CGIS offer came, they accepted FPS medical ect. (except Drug test) and a EOD of 1 March. A week later FPS calls and gave me a EOD. CRAZY,, I go the whole time and not hear anything, get another job and then they offer one. So a long story short there is a FPS job in AZ. I would have like to work for them, they just took to long.

Any new hiring info from anyone? My timeline is as follows:
TO - Oct 30th, 2008
Background forms submitted - Nov. 10th
Credit PULL - Nov. 19th
Jan. 7th - Drug waiver (used previous test results from ICE - OI application)
Feb. 13th - Cleared medical
I'm still waiting on background investigation, eventhough I cleared my background with ICE -OI in July 2008. Hopefully something happens soon. Any idea about how long backgrounds are taking right now?

It will be the same as any other 1811 (Special Agent) slot.
Years of law enforcement plain clothes investigative experience helps a lot.
A 4 year degree wouldn't hurt either.
Check USAJOBS and when the next opening comes up - apply.
Be prepaired to wait as the hiring process takes a while.

Than the next question would be does fps(not the 1811 side of the house) have a detail where you will be in plain clothes investigation. Or will I have to volueenteer to help out fps 1811?

Not that I know of at the NCR, but I can't say for sure at other regions.
Next best thing would be to work cases in uniform that eventually get solid convictions.

FPS has only 1811 positions that are investigations. The other FPS officer, LESO's and Police Officers do some limited investigation which is forwarded to the 1811's. The only plain clothes investigations are done by 1811's. Some LESO's in different regions may wear plain clothes, however by policy, they should be uniformed.

By plainclothes investigation I meant working felony cases and presenting to a U.S.A.

Will try to revive this thread. I have a COE with Region 8.
I finished my medical and drug test last week. Got word that I have cleared pre-employment suitability with DHS Security. HR stated once DHS clears my med/drug test, they will start talking EOD. Looks like they are going to bring me on before finalizing the passage of my clearance information from my current employer.
Anyone else moving along in the 1811 process? Any intel on training for current 1811's? Is it at FLETC or in your Region?

Got the call on Wednesday. EOD early July for Region 8. No FLETC for me, but I heard there is a 3 week course in WDC. Anyone have details?
My process wasn't too painful. I applied last summer (June?) and got interviewed in January. Note to applicants, stay on top of CHS. My medical/drug tests were done in early March and HR just got notified of my clearance last week. I found out that I was cleared two days after my tests..but no one at the "Dallas Service Center" notified HR. So, a month wasted.
Cheers.

Transfer of the Federal Protective Service (FPS)……………..$640.0M (1,225 FTE) The mission of the FPS is better aligned with the infrastructure protection role of NPPD than the immigration and customs enforcement mission of ICE. Placing FPS in NPPD along with the Office of Infrastructure will centralize the Department’s responsibilities for protection of government and streamline implementation of physical security policy.
Federal Protective Service ! Provided security at nearly 9,000 federal facilities, conducting more than 2,500 building security assessments and making 1,888 arrests, while conducting numerous investigations and preventing hundreds of thousands of prohibited and potentially dangerous items from being brought into federal buildings.
Federal Protective Service (FPS) – Leads the Department’s comprehensive security and law enforcement services to more than 9,000 Federal facilities nationwide for mitigating risk to those facilities and their 1.1 million occupants. FPS operational activities include conducting comprehensive risk assessments of Federal facilities to determine, recommend, and install appropriate risk mitigation measures. Further, FPS personnel provide regular security awareness training to stakeholders, conduct criminal investigations, respond to critical incidents, and provide support to major events.
NATIONAL PROTECTION AND PROGRAMS DIRECTORATE Description: The National Protection and Programs Directorate (NPPD) is a diverse organization with a vital cross- cutting and unifying mission of risk reduction. The Directorate works to reduce risks to the Nation through five mission areas: protect the Nation’s citizens and visitors against dangerous people and goods; protect the Nation’s physical infrastructure; protect and strengthen the Nation’s cyber and communications infrastructure; strengthen the Department’s risk management platform; strengthen partnerships and foster collaboration and interoperability. Responsibilities: The Directorate leads the protection and risk reduction for the Nation’s physical and virtual critical infrastructure and key resources (CIKR) from man-caused disasters, natural disasters, and other catastrophic incidents. Through use of biometric capabilities, the Directorate enhances the security of citizens and people traveling to the United States. Critical to meeting its missions is NPPD’s on-going collaboration and information sharing with our federal, state, local, tribal, international, and private sector partners. Beginning in FY 2010, NPPD will broaden their responsibilities for protecting federal facilities by incorporating the Federal Protection Service (FPS) in their Directorate.

CHS sent it to Dallas on April 22, so probably since the 23rd or 24 of April. I'm assuming it was sent FEDEX and not USPS. Have you tried calling Dallas? I have left messages and still haven't received a return call.

Life is good. In the NCR we do a lot of dignitary protection and protest details along with all of the crim stuff, so it is a good mix of duties.
My fellow agents are good to go, and the workload is heavy here.
Nothing to complain about. :)

I believe ICE DRO Agents are posted on USAJOBS.gov, but not 100% positive about that.
