Never been to one yet, however I am attending a Federal Law Enforcement Job Fair in Chicago Today. Here is the link to info on it below,

From the job fairs that I have worked, they weren't only federal law enforcement but a mix of local and federal. I know for my agency it was for dissemation of information only without accepting or handing out applications.

I help put together a career fair that included FLE. Most of them weren't hiring, and if they were, they just said to apply online. The most you can get out of a career fair is a name and a business card to go along with a packet of info.

the fair I went to last year only gave out information. all hiring is done through the agency website or through USAJOBS.gov announcements
