If after working in a corrections facility as a Jail Officer for a few years and then you wanted to apply to a local police department would your time as a JO be considered law enforcement experience? And would this help your hiring prospects with said department?

well usually any type of LE related experience will help your chances, such as a jailer, dispatcher, cadet, CSO, etc. as long as you have good recs from your supervisors and a good reputation. i'm not sure what peace officer powers jail officers have in VA.

Its good that you have jail experience. It not neccesarly count towards LE experience. Although you do have a small edge if and when you get on the street. You know how to talk to people. Because being in the jails teaches you real good communication skills so don't give up and think just because you were or are a jailer you won't be a good cop. Use what ever skill you got to get to where you want to go.
