Anyone have any knowledge, experience, information, or other comments on this department?

Richmond is broken down into 4 main precints. Over the last year the Chief has broken them down into sub precints for better saturation and officer coverage.
It is a good department with its share of departmental problems. Mostly it seems that they get no respect from city council or the independent review boards. I live in 3rd and have lived there for five years and have no complaints. Only real incidents are a few break vehicle breakins now and then.
They have just recently started taking lateral police officers, and have raised the pay for incoming recruits to be comparable to the surrounding agenices.
I hear the academy is vary demanding and tough from my friends who went through it.
I have attended numerous in-service and other training that they have hosted and they were very professional.
If you work Richmond you stay busy. Especially in first and second precinct.
Those are the two hot areas in the city and you can gain experience very quickly.
I feel a lot more officers would take advantage of the lateral program but Richmond has a city retirement and many officers do not want to leave VRS.

How is the potential for promotion, and how long is it before you are qualified to apply for detail positions? Why does RPD not get respect from city council and independent review boards?
