They didn't even make the top 10. :)
(keep in mind, most of those "smart" political types don't actually live in DC. They know they're prey there)

Silicon Valley
I'm basing that answer on the huge amount of computer based industry there.
If its not Silicon then I'm gonna say Seattle.

Running out the door for school, thought I'd throw a few guesses out before going. How about Philadelphia? Boston? Houston?
Minneapolis, or failing that, Minot, North Dakota

Using 1994 U.S. census data, comparing cities with >200,000 people, Raleigh N.C. is #1 with 40.6% of the population having a bachelor's degree.
Did I get it right?

The reason that's misleading is because it includes DC, Baltimore and other cities. :) The trick in the question was single city (which renders most census tables unusable, since they do metro areas) :p
10: Huntsville, AL 26.7%
9. Tallahassee, FL 26.8%
8. Sunnyvale, CA 28.3%
7. Seattle, WA 28.3%
6. Ann Arbor, MI 31.1%
5. Raleigh, NC 31.2%
4. Alexandria, VA 33.7%
3. Irvine, CA 34.1%
2. Overland Park, KS 35.8%
1. Plano, TX 37%

Mac,
Like I said, that stat includes DC, Baltimore and other smaller cities. You're in DFW, so you should understand how Dallas, Ft. Worth and Arlington are all different cities, but one metro area.
