I am coming from out of state. I soon will have the basic course waiver (cert). I was looking at lateraling to Oakland PD. Has any recently gone through Oakland Pd as a lateral. If so how how long did it take. And are there any suggestions.

I wish I had more info for you on Oakland specifically, but I don't. But I will tell that typically, the application process is exactly the same for one coming in as a "lateral" (in your case), and one coming in with no certification of any kind. You will obviously be looked upon more favorably, but the process itself consists of all the same steps.
On a side note, would you please PM me and let me know what the process was like for you to obtain your POST WAIVER. How long did it take from app submission to their granting you the waiver, did you have to take any course (the 3 week course) or did you test out and do you have any tips or things that you found out would have been nice to know before you submitted.
I'm gathering my own paperwork now.
THANKS!!!

This is from the opdjobs website:
Q: I have a certificate of completion from a POST Academy. Will I be required to go through Oakland’s Academy if I am hired? A: Yes. Although you undoubtedly received excellent training at the academy you attended, the Oakland Police Department will still require that you complete our highly rated academy. This is to ensure that you have received the best training possible to make you successful as an officer within the city of Oakland.
Q: I am an out-of-state applicant. Does Oakland offer any type of accelerated or consolidated testing to minimize the number of trips I have to make?
A: An expedited recruitment process is in the works. Please contact the Recruiting office at 510 238-3339 for additional information..
But hey, if you can more power to you! Good luck.

adam312 would you please post your answer to GB0610 for me here or PM me as well?
I thought about it too, but, it seemed like a pain in the foot. I didn't know you had to go through a full academy. Kinda of defeats the purpose doesn't it?
