Here's the scenario:

You are patrolling a 4-lane highway. You notice a car speeding in lane 1 and subsequently you see other "monkey-see-monkey-do" cars speed up to leave their lanes to follow the first speeding car. It is as if they think its OK to jump on his bandwagon because they think that the first car will be the one that gets pulled over - why do I think the other drivers think that? Because I shamelessly do it:D

By the way, I believe that CHP Officers have one of the most dangerous but yet thankless jobs. I remember that year when a disturbing amount of officers were killed. CHP has to patrol the largest highway system on the planet with arguably the dumbest, worst drivers. I am blown away watching everyone drive in this state with one hand on the wheel and another with their yaking-device - I can't wait unit the hands-free cell phone law goes into effect here. I also believe the public forgets who will most likely be the first responder when they get into a nasty car-wreck on an Interstate - CHP, not the paramedics or FD.

Salute to the California Highway Patrol and any other department that patrols the twisting concrete jungle of this state.

As a retired supervisor for the CHP I thank you for your positive input and observations.

Although it is impossible to catch all violators the Patrol does what it can to take an effective enforcement action on all observed violations.

In the scenario you have described, I always tried to take the lead car. If unable to work my way up to the lead, I would take anyone I could - obviously making certain that the other drivers noticed what was going on.

Sometimes, while stopping a vehicle, I would imitate talking on the radio so the other motorists would think I was calling ahead. Funny, they always seemed to slow down for a mile or so. :D

Other times, when I was in a playful mood, I would pull ahead of the lead car and drive in the adjacent (number 2) lane at less than posted speed just to see who would pass me. One who did so, back in 1971 was the infamous Bob Hope. Was he ever suprised when I stopped him at 85 MPH two miles later. Yes, I gave him a WARNING and took the time to thank him for his honest caring for our military.

I respect the CHP highly, even though I honestly wouldn't enjoy being ticketed by them.
Once when I was in a car accident in Rowland Heights, the CHP were the first to respond despite that I was not on a freeway when it happened, and they were very professional in their handling of the accident. Good ol' LASD showed up later to check up on the situation and to say hi, as well:)

The CHP patrols all unincorporated roadways throughout the state! They are not limited to the "Freeways." That is why they investigated your accident.
