Go take an english grammar course at a community college. I suggest reading more as well (anything - fiction novels, etc).

I would suggest visiting your local Borders or Barnes and Noble. They sell preparation guides for the POST exam. You'll find them in the test prep/career section. Make sure it is the California edition.
