Officer Elkins was killed when his motorcycle was struck by a vehicle while he was escorting a funeral procession. The vehicle which struck Officer Elkins was stopped at a stop sign and the driver's view was impaired by other vehicles. The driver of a third vehicle motioned to the driver to proceed. The driver entered the intersection and struck Officer Elkins. The driver of the third vehicle fled the scene.
Officer Elkins had been with the agency for four years.
