County's top cop goes to parole board

Riverside County Sheriff Bob Doyle has resigned to take a position with the state's parole board.


Doyle, elected sheriff in 2002 and again last year, has been credited with boosting the department's staffing and reducing emergency response times. He's also helped create a specialized anti-terrorism unit and cracked down on methamphetamine production labs.

"It's just a shock," Supervisor Marion Ashley said Wednesday, as reported on mydesert.com.

"We're gonna certainly miss (him)," Ashley said of the county's 12th sheriff. "He's been a great sheriff through a period of growth. He's really had a lot of challenges he stepped up to."

Though there had been "hiccups early on" in Doyle's first term and some disagreements with supervisors over jail issues, Supervisor Roy Wilson said "that's all been ironed out.

"We were all on the same page," he said. "We had no disagreements."

Doyle, who's been with the sheriff's department since 1975, could not be reached for comment Wednesday.

County Executive Officer Larry Parrish said he also is surprised.

"He'll be around, as I understand it, another couple months," Parrish said. "It's his understanding the governor was going to announce it (Tuesday), so he wanted people to be aware."

Doyle told Parrish it is a done deal, he said. Parrish did not know when the search for an interim sheriff would begin.

Gov. Arnold Schwarzenegger's office could not confirm the appointment Wednesday evening.

Palm Desert Mayor Dick Kelly said "the sheriff has done an excellent job for us.

"He takes the time to be places where it's valuable for the sheriff to be there," he said. "On behalf of the community, he's very available and reachable. It's a big tough important job, and he takes the time to be at community events."

Ashley said the county Board of Supervisors will have to select a replacement for the next three years, as soon as the state confirms Doyle's appointment.

"We have to look for somebody who would be a good long-term choice," he said.

Undersheriff Neil Lingle will likely run the department in the interim, said Wilson, who also said he was "shocked" by the announcement.

"I had no indication that he has any intentions of not completing his term of office," Wilson said.

"We hate to see him go," said Wilson, who added that Doyle has had a "long and distinguished career with the county of Riverside."

The state's parole board advises the Department of Corrections and Rehabilitation, according to the governor's Web site.

Meh. Why bother running for office if you have no intention of serving?

That sort of appointment doesn't just happen.

He served for 32 years. And appointments like that do just happen. Like when my bro in law was appointed as a Judge by Governor Wilson. It was a 4-6 month thing.

His service as a deputy is separate from his completion of his term of office. I'm sure most people that voted for him had the expectation that he would fulfill his duties until the end of his term.

Taking on the responsibility of an elected office is a big deal. There are a lot of people that made sacrifices/donations and volunteered time to help him get re-elected. He convinced the citizens of Riverside County that he was the right man for the job. Now, they will have someone appointed for the interim.

Just because you are offered something, doesn't mean you have to accept.

In the end we all do whats best for our family.

The RSO is so stacked with qualified leadership I'm not worried about Riverside County.

There are a few happy to see him go. However, re: the question about why run. Here is your answer, "Undersheriff Neil Lingle will likely run the department in the interim...." This is Doyle's way of appointing a successor. Lingle will run the dept. for the next 3 years and then run for sheriff with the resulting name recognition.

Easy for you to say, considering you live in OC, not RC. I on the other hand live in an unincorporated area of Riverside County, and depend on the RSO for emergency services. I am VERY worried about RC. :(

A portion of my academy was put on by RSO. The instructors and Deputies were outstanding. The culture and professionalism of the department was impressive. I don't think you have anything to worry about. That was my point.

This is a real old (no pun intended) sheriff's move. Los Angeles County Sheriff Peter Pitchess helped out his successor Sherman Block the same way during the late 70's and Block probably would have done the same for his "anointed one" too, if he hadn't died unexpectedly during his last campaign for office.

And you'll see the same thing happen within the next couple of yrs with LASD. We already know who the next one will be.

As a resident and tax payer in the County of Los Angeles, I sure hope there's going to be an improvement!

What will this mean for RSO as a place to be employed? I'm planning on applying with them later this year! I've heard plenty of good things about them (which is partly why I'm planning on applying there) - does this positively or negatively change the outlook for the dept?

From the posts above, it seems like RSO will continue to be desireable...

We use to hear rumors a few years back. Haven't heard anything lately. I wouldn't be surprised though.

You and alot of other folks. I think I'm more worried about Councilman Parks running for Burkes spot as a BOS. That scares me. At least from a Deps point of view.

I didn't think it would be much of a change, considering how he often pandered to the fears (often knowing better) of his council district patrons.
