I'm from a department outside of Phila., PA. Twice in 2 days, I've had car stops on the border where I've run into a B/M suspected gang member wearing the same colors / tats.

Black bandanas, 1 on head under hat, 1 wrapped around wrist. Tattoo on arm that says "M.O.B." or something of the sort. They know the game w/ consent searches, so every avenue I tried they shut down.

Both vehicles have also had black bandanas on the front driver & passenger side head-rests.

Looking for general info.

Money over b*tches is what the tat stands for. Can't advise on the colors, since it means something different in different places. i'd say he's either a REALLY strong wannbe or he's gotten street cred since he's got the car pimped as well as himself. Just stay on your toes and watch your six.

They all say it stands for 'money over bitches', but I don't completely believe that. It's a stupid tat, and it's always thatgang type that are sporting it. I've been told that 'member of bloods' is a possibility, but that wouldn't make sense w/ the colors you described. There was a drug set in Camden that was called 'middle of the block', but I believe that they were shut down a while back.

Just to add on to Cuffs137 in regard to the color being off, it could also be an indicator of who that set is aligned with east or west. Also can't ignore that as we study them they study us and are deliberately changing.

"MOB" is the Bloods, which is a pretty generic tattoo for them. Look for other tats or identification marks to indicate what "set" they are in. If grey is their color of the month, then document it. Not that gang members have less rights, but... at the very least, I would definitely be taking them out of the vehicle, patting them down and photographing them, their colors, and their tats.

PA's version of the 4th amendment is so tough, it barely allows us to search ANYTHING without consent or a warrant.

Try using a k-9 to get you into the car. Most of the gang members, no matter where it is, smoke mary jane. If the dog alerts, you're in the vehicle without having to ask for squat. Also if you are up on gang trends and have good articulation, you can get in just about any vehicle.


Remember where there is a gang member, there's drugs, where there's drugs, there is also guns. The three go hand in hand. If it looks like a duck,walks like a duck, sounds like a duck, then it's probably a duck.

CUFFS, you had it right in one of your previous remarks. It means "Member of Blood." They will tell you it means, "money over bitches," or any other clever thing that they think of.

Ok, so you pull over the car, you have PC to do that right?? Why not just arrest the driver on the reason you stopped the vehicle. Now you have the ability to go through his pockets, the vehicle and you can ID everyone else in the car because the Supreme Court says you can.

And remember...ANY furtive movement is enough for you to Terry that car and those occupants.....it's all about articulation

In PA you can frisk a person and his area of control if you can articulate why your safety was at risk. Also in PA you can only search a person and his area of control to a lawful arrest. (ex.trunk, engine, anywhere out of the person reach, is off limits.) The use of a K9 in PA is also considered a search but one only needs reasonable suspicion to use a dog.

In PA the State Police can arrest anyone who violates the Motor Vehicle Code (title 75) in their presence. Local police can only arrest non-residents of PA for all MVC violations, unless it is a DUI, vehiclular homicide, some odometer stuff and some other things, not many more. For examlpe in some states people can be arrested for reckless driving and driving without or on a suspened license, not in PA its just a traffic citation and you are on your way.

You can't arrest for driving on a suspended license? :confused:

Heh..we can arrest for any violation up here. Searches are tough, though..probably similar to PA.

this must be dept policy as FEd case law has upheld broader search and seizure.You mean to tell me you don't search a vehicle during an impound (inventory search)??Ca. cops can arrest people on citation violations(infractions) if they feel the need to-only Dept policy can prevent such arrest.....

DOAcop38, you are correct federal case law does allow broader searches and seizures. On the other hand the Pennsylvania Constitution and PA case law offer more protect of individual rights then the federal constitution does. This has nothing to do with departmental policy, its the law here. Thus during a normal arrest of a driver of a vehicle I cant go into a trunk and search it unless I have a search warrant. But if that person had a suspended licese, no license, suspened registration or the vehicle was not registered I could impound the vehicle and search it.

I as a municipal police officer can not arrest a PA resident for driving on a suspened license and not even if they had no license at all. The best I could do is write a ticket and impound the vehicle. But if that person was a resident of another state I could arrest them for any traffic violation. The Pennsylvania state police can arrest any resident or nonresident for any traffic violation commited in their presence.

I can't believe I missed this post? The Philly PD has a squad that is dedicated soley to Street Gangs. The Gang Control Unit out of the Criminal Intelligence Unit.MOB is "Money over bitches" and "Member of Bloods". The black bandanas are a throw off I don't get. Bloods fly red. End of story. I do not have the CIU phone number, but if you call the City Hall operator at 215-686-1776, she can get it for you.
Gangs are here and they are spreading. It can't hurt to pick someone else's brain!
