Our department recently went to performance standards in the area of traffic enforcement. As you can imagine there have been many discussions whether or not it constitutes a quota. I have been trying to locate any MO supreme court rulings and US supreme court rulings with no luck. Does anyone know of any cases which pertain to performance standards? Please let me know. thanks

If your supervisors have any real management training or education, they will look at traffic statistics as simply one piece of a larger picture.

How does your number of tickets compare to other officers on your shift? How many reports did you write? How many arrests did you make?

If you didnt write many reports or make arrests, then you should have more traffic citations. If you have a high number of reports and arrests, then your citation numbers would be lower.

The bottom line should be whether the citizens of your jurisdiction got what they paid for? :)

I agree, the problem is a SGT. near retirment is pushing hard for numbers. I like the guy alot (been my sarge almost 6 years). I don't want him to lose his retirement because of his interpretation of the memo which came out. He already put one guy on paper for not writing enough tickets, and this guy will sue.

If he wrote someone up for a lack of citations, thats a political grenade and it WILL go off at some point.

The general public does not react well to the term "quota" and anytime they hear it, it will be a bad situation, whether its justified or not. Perhaps the Chief's office needs to look into the problem. Could it be possible the Sgt. misinterpreted the memo?

He better have a really good reason and be prepared to back it up with more than just a low ticket number.
