Pawnbroker Tickets

I'm brand new to this forum. So here's my first set of questions. What states already require all pawnbrokers to transmit their tickets electronically? If you are in one of those states, how helpful is the system or database? What kind of problems arose from the implementation of a statewide database(maintenance issues, legal problems, etc.)?
