If I interview with the recruiter in DC and test in DC, can I still put down Philly as my first chioce?

My recruiter told me that you are assigned a marketing code when you are issued a PIN, which ties you to that office. When you reach the end of the process, the PIN office is supposedly offered a chance to hire you before you are offered other locations. Nothing is guaranteed though, and I don't think you ever get to put down your preference of station. They also tell you that you get one offer, and it's take it or leave it. If you turn it down, you're out of the process. However, I have heard of people saying no, and then getting called the next day for a different location, so I guess anything's possible.

You can apply for ICE Special Agent positions by contacting your local ICE OI office:

All other ICE positions, such as IEA and DO are listed on USA Jobs.

As for benefits, all 1811 Spcial Agents, regardless of agency, receive the same benefits in regards to LE retirement. The payscale is LE based and depends partly on where you live. 1811's sometims are brought in at the GS 5/7 level and can go up to GS-13 non-competitvely. Here is a link to the payscale:

i am going to try to get two separate interviews.

Believe it or not they will pick up on that. If you try to get 2 PINS, which you will need to get in order to get 2 interviews, you may get by with taking 2 test. But they will pick up on your SSN at the DEU and throw out one of the tests/interviews. They may not look too highly on that. Had a buddy go that route and was given some flack for it because it took a spot away from another person. Be careful with that.
