Does anyone know if county corrections follow the same qualifications as the state does? Or does it vary depending on the county?

What sort of qualifications? The NYS Commission of Corrections mandates all training guidelines for all county CO's. But usually the hiring process, even though it Civil Service, is handled at the County level.

It's the same for state and county - 21 to be appointed.

there is no max age....for the county...

My only concern is that I won't be 21 until September.So if a test is given in March or April will I be eligible? From what I read the process takes awhile.
