Not a TX LEO, but in my state, agreements can be worked out with driving schools with your residing state. As in, you get a ticket in TN while on vacation (or something similar), our traffic bureau could try and get you in a driving school CA. May want check into it in TX; or wait for a TX LEO to respond.

Deferred disposition is a type of "probation" in that you pay the fine as if you pled guilty to the offense and if you do not get another cite/conviction in Texas in the next 12 months, the original conviction never appears on your record. In Texas, if you go to traffic school, you don't have to pay the fine and the case is dismissed. With a deferral, you don't go to the class but you have to pay the fine. This is chosen a lot by out of towners or people who do not want to or cannot take the time to go to traffic school.
