I started my career in a small time dept. and have decided it's time to move on. I've been processing with both a large local dept. and a federal agency. at one point during the fed. process, i was extended a conditional offer (which i had to accept to continue as is standard procedure for many depts.). In that conditional offer was a provision stating that due to the cost of an extensive background investigation, i would agree to pay a certain amt. if i decided to discontinue processing or turn down a final offer. Since that time, I've decided that the local dept. is what's right for me and is what will make me happy.
1. Is there a way to legally get out of owing the feds. money?
2. Would it be wrong to ask if the there was anything the local dept. could work out with my situation?

You work for BPD and you are calling them a small town agency? Anyway, i am not sure what agency you applied to and had to pay a cost of the background, if you named the agency that might help you. As far as who you work for now, whether its BPD or not...? I highly doubt they would want to assist you "financially" in your situation, although you never know.

I have never heard of such a thing. Respectfully decline the offer, and then treat them like bill collectors.
