At major intersections I noticed a strobe light incasing the Red light,What is the meaning behind this strobe light? :confused:

it is supposed to bring more attention to the device, in theory, trying to cut down on inattention to driving. the ones i have seen only have the strobe on the red circular light, not on yellow or green,
