The good news is there are a bunch of police jobs in NC. The larger cities (Charlotte, Greensboro and Raleigh) recruit continuously, or close to it. There are many mid size departments that are decent jobs as well, though in NC the larger departments tend to pay better.
To my knowledge, Charlotte no longer takes out of state laterals. If you do not have NC BLET I think they send you through the academy. At one point they did have a fairly generous lateral program, but it ended a while ago.

Correct me if I'm wrong, but I think for every NC department you must complete NC BLET. I don't think any allow out of state laterals, but I could be wrong

In the early 90s Charlotte took lateral transfers and they only had to attend a portion of the academy. That ended more than 10 years ago. Basically they had to go through the NC law training, and maybe a few othe blocks.
I do not know of any NC department that recruits true "laterals", but I also have not looked for one.

In VA, a lot of depts (including mine) take lat transfers. I too moved from PA down south, away from the bad winters.
