Under 16...

Here's a question for you...
...I am an officer in NC. When dealing with a juvenile, we have "Juvenile Contact Reports." That being said, can you issue a citation to a person under the age of 16? I have been told that one cannot issue a citation to someone under 16. A Sergeant actually told me this. I've heard it from other sources, too. So, fellow NC Officers, can you?

in VA you can issue a summons to any juvenile regardless of age for alcohol, tobacco and driving violations, all other breaches of law must go before a juvenile intake officer for petitions. not sure about NC though...
