pay raise referendum

I'm a Texas Deputy in a department of 10 sworn officers. We're wanting to get a pay raise referendum going but don't have any real idea about how to do it. Any help on what and what not to do (under Texas law)would be a big help.

The next pay raise I turn down will be the first one I've ever turned down.10 man Dept?Have you spoken with the Sheriff,County Commission? What kind of a tax base do you Guys have?Basically,is a decent raise do-able? You might want to consult with an attorney with regard to election laws,or placing a referendum on the ballot.No kidding-good luck.
