I am going to start the background process with two agencies very soon and wanted to know if anyone could offer some advice.

Should I request/include any letters of recommendation from Detective's and Officer's that I worked with, turned over citizen arrests to, over the past couple years?

I read somewhere about possible including a letter of appeal from the get go so that the BI can hear any and all information from the applicant first, as well as include in that letter what the applicant has done to improve him/herself.

Filling out the packet and answering questions in pretty straight forward. I would like ANY suggestions or ideas of what I could do above and beyond that to better show that I am a good applicant for the position, and help put to rest any background issues that may arise or have arisen in the past.

If the agency asks for letters of recommendation, then include them. If the agency doesn't ask for them, then don't include them. Follow the instructions to the letter, don't omit information and don't include anything that the department doesn't ask for. Failure to do this and including materials that the agency doesn't ask for could actually hurt you. Either way, a letter of recommendation isn't worth very much to a background investigator. He/she will want to talk to the people in person or over the telephone to get their opinion of you.
