how does it usually work in the departments?


does the department announce an opening and then you make your interest known, and then test for it?

It is usually different in every department.

You are correct. Usually the position that is open is posted, and usually there are requirements that are needed to apply to the position (i.e. 5 years road experience, bachelors degree, etc). Some departments also post the position outside the agency to seek other qualified applicants.

If you are qualified, then you usually test for the position (i.e. Sgts test). There are also interviews which can include a chief interview and/or police and fire commission interview. Technically, the most qualified applicant SHOULD get the job. But, we all know that does not always happen.
