Does anyone know the Illinois statutes in refrence to non-LEOs possessing handuff keys? I believe there may also have been some federal legislation inacted due to the 1999 incident in Tampa, FL.
Correct me if I am wrong: It is illegal in Illinois for anyone under the age of 18 to posess handcuffs or other law enforcement restraints.
This is important information to me as well as my fellow explorers. My advisors, (who have obviously been off of the street for a while), do not know of any legislation against this.

I don't know about state law, but the Explorer program does not allow explorers carrying handcuffs, weapons, etc... You may want to check the charter and rules! Hope this helps!
I don't know of any Fed legislation that prohibits non LEOs from possessing handcuffs or keys. I did a search of IL laws and couldn't find anything either. Found everything else, even a law prohibiting the use of body armor. Here's a link to IL statutes.

I'm not aware of any state or federal law which prohibits possession of handcuffs. But unless you are a LEO or have the furry kind why else would you have or carry them? Some could say for the purpose of citizens arrest maybe? I say unless you have the proper training don't even consider having them let alone trying to use them on someone. It could leave you open to alot of liability. In some instances if handcuffs are found by me and the behavior or situation is considered illegal and handcuffs are found I would consider possible charges of possessing an instrutment of crime. If you are not a LEO and consider carrying cuffs then do yourself a favor and get the training that goes with them.

I don't know about Illinois law. But I don't recall anything in California law that would make carrying either handcuffs or handcuff keys a crime.
Just one more reason to make that search of a prisoner very thorough!

All I have ever seen are the "no purchase under 18" restrictions that are in areas where you can buy them.

Our department allows explorers to carry handcuffs while assisting officers at details, ride-alongs, and training sessions. We are trained in cuffing, though it would rare to need to detain someone. An extra set of cuffs could come in handy in a mass-arrest situation during a ride-along. The cuffs are normally in my car and I do not want to get into any trouble if I get stopped.
