Have fixed term appointments survived in Austalia and New Zealand ?
Here in the UK we were threatened with them in the mid 1990s, but thankfully they came to nothing.

In my part of Australia, Fixed Term Appointments, or as we called them, Contracts, thankfully never even got off the ground. This was due mainly to the efforts of our Police Association, the equivalent to your Police Federation.
The State Government initially talked about introducing contracts for Senior Command Police Officers and it was all the buzz in the mid to late 90's but was met with strong opposition from the members through our Police Association and was quickly laid to rest.

There was a major push in 1993/4 to introduce all sorts of unpleasant police reforms here in the UK. The then Conservative Government made constant reference to the effectiveness of the fixed term contracts being worked in Australia and New Zealand.
Fixed term contracts were introduced in September 1994 for officers above the rank of Assistant Chief Constable, but not for the lower orders !
We've just had yet another major police reform foisted on us that has introduced elements of performance related pay amoungst other things. Fortunately fixed term appointments did not make another appearance, though it now looks like they are going to take a pop at our pension !
