Over the coarse of the last couple of decades it has been noted that the prison system is making great changes.

The changes that have been occuring have been how we deal with the convicted offender.
No longer are we aloud to take the firehose to a inmate who fails to keep himself clean or use's fecal matter to conceal his appearence. Nore do whe use the more harmfull methods of controlling a phsically disruptive inmate. (tazers, batons, shock sheilds, or just plain kicking the crap out of them) Some people may agree that this was the best method to get a convict to comply with the wish's of the Gaurd. Like any other profession we to are changing and becoming a more professional breed.

One of the things that has drawn more attention to me is the fact we now incarcerate more and more people with the I.Q. of 40 to 70 range. We are now building Facilties to keep those who are mentally challanged. This seems a bit odd concidering that we as a society let all these type of people out on the streets. This all took place in the late 60's and 70's. WE felt that this type of person was able to function in society and that we should not keep them locked away from everyones veiw.

I am not saying that all people who are mentally challenged be locked away. What my concern is that we as a society need to spend more time in dealing wtih this type of person before they are incarcerated. Wtih the functioning skills that they may pocess sometimes they are NOT enough to deal with lifes problems on their own.

It appears that the prison system is starting to become a dumping ground for those who need a different type of structure than a place to do TIME! Some states are not equiped to handle this type of offender.

Our societies needs are moving faster than those who have to implement them!

What you are saying is so true. Flagstaff AZ (population +/-50000) has had three folks die just this last week. 1) found frozen to death in his sleeping bag by the RR tracks. 2) crushed to death in a trash truck. Had apparently crawled into a dumpster to try to keep warm. They found his body at the land fill when the truck dumped its load. 3) hit and killed by a train.

All of these folks had one thing in common. They were unable to care for their own safety! Yet our
