I wish to build an AR pistol and have been trying to wrap my head around the rules involved in doing so. I see dealers (spikes, rra, etc) selling stripped receivers marked "pistol" and then just plain ole stripped receivers.

Since the updated ATF transfer form, if I order a "plain ole" stripped receiver from a dealer that does NOT have "pistol" stamped on it, my FFL will mark the new box on 4473 for Receivers.

Then, since it was never a rifle, I can start ordering parts and build an AR pistol out of it.

Is that correct?

Yes
The reason i'm confused is because it seems you can build a pistol from a blank receiver if it's never been a rifle regardless of what's stamped on the side of it. But if that's the case, then why do "pistol" lowers exist?

To make people feel better about their receivers. You can mark whatever you want on the lower as long as the manufacturer, location of manufacturer, and serial number are there.

As long as it is a brand new never been used reciever you are good to go. If it is a stripped used receiver you really have no clue to it's past history.

People make up and invent all kinds of things like "pistol registered" etc. I SUPPOSE in some states like MI there may be some extra hoops to jump through in regards to building a pistol.

thankyou for the responses. I figured as much since some other forums had the same answers, but I had to make sure. It'll take awhile to amass all the pieces but I'll post a pic once it's done...
