WASHINGTON — Four major cities — New York, Seattle, Houston, and Pittsburgh — will get no money from a $1 billion economic stimulus program to help cities avoid laying off police officers, officials told The Associated Press on Monday.

The officials, speaking on condition of anonymity because they were not authorized to discuss the details publicly, said about 7,000 state and local agencies applied for aid under the COPS program that is part of the $787 billion stimulus package passed earlier this year. Only about 1,000 were approved.

Justice Department spokeswoman Hannah August declined to comment in advance of the official announcement.

Vice President Joe Biden and Attorney General Eric Holder are to appear in Philadelphia on Tuesday to announce who gets what.

There will be plenty of winners, though, in the COPS grant program:

_The Philadelphia Police Department will get money to create or keep 50 law enforcement jobs.

_The police department in Rochester, N.Y. will get money to create or save about 30 law enforcement jobs.

_Kalamazoo, Mich., will get nearly $2 million for 10 officer positions.

The roughly 1,000 places getting COPS aid also include: Mobile, Ala., Mesa, Ariz., Tulare County, Calif., Monroe County, Fla., the Seminole Tribe of Florida, Baltimore, Providence, R.I., Salt Lake City, Utah, and Huntington, W.Va.

As local governments bleed red ink and officials look to plug budget gaps, they have swamped the government with a record number of requests for aid under the program. There is only $1 available in grant money for every $8 sought.

As a result, the Justice Department decided the most worthy cities were those that faced serious budgetary problems and those that have relatively high crime rates.

New York is less needy by both measures, officials said, because of its low crime rate and stable city budget. New York also has the largest single police force in the country, and received some money from a different stimulus program earlier this year, about $29 million.

But the Big Apple also has a touchy history with Washington when it comes to federal aid for police costs. In 2006, the Bush administration sparked an uproar when it slashed homeland security money for New York.

Rep. Peter King of New York, the senior Republican on the Homeland Security Committee, criticized the decision.

"It is disgraceful for New York City to be shut out just because the NYPD is doing such a great job under trying circumstances and Mayor (Mike) Bloomberg is doing such a wonderful job of managing the city's finances," said King, adding that the city "is the No. 1 terrorist target and should not be penalized for its success."

Officials familiar with Tuesday's announcement said the Justice Department estimates the grant awards will help hire 3,818 new officers, and retain 881 positions that would otherwise be lost to budgetary belt-tightening.

That makes a total of 4,699 officers — still short of the program's announced goal of hiring 5,000 officers.

Under the COPS program, the federal government pays the officers' salary and benefits for three years, after which the local government is responsible for the costs.

Local police chiefs have been waiting anxiously for months to learn what they will receive, and understood even before the decisions were announced that many of them would be disappointed.

This entire stimulus money situation has me confused :confused:...I thought Albany received stimulus money from the Fed Gov't already and it was just a matter of how Albany was going to distribute it through out the state....

Good job bloomberg (whoever responsible) for figiting with the numbers and stats so we look like we dont need money because crime is down.

In a statement, Kelly said, "There should be substantial and continuing federal support for the NYPD. We shouldn't be penalized for succeeding on both counts, and mainly on our own dime, over the last seven and a half years."

Mayor Bloomberg added, "To punish our police department because they have driven down crime with fewer resources shows the backwards incentive system that is sometimes at work in Washington."

Somebody's poker playing skills need a bit of work I guess.
Keep telling everyone the NYC crime rate is dropping and find out what happens.
We will see a really dramatic change in the way they talk about crime in the city now.
I thought Obama/Joe were cool with Mike and Ray. Guess not.

Just another bump in this never ending road.

"We receive applications from more the 7,000 cities and towns and made funding decisions based of crime rates, financial need and community policing activities," said Holder.

The New York City Police Department was looking for $650 million over three years to pay for 2,000 new officers.

Both Police Commissioner Ray Kelly and Mayor Michael Bloomberg responded forcefully.

New Yorkers had mixed opinions about the decision.

"The areas I've lived in, we've had the highest crime rates, so they definitely need more cops out there," said one New Yorker.

"We are a target for everything that could happen," said another. "We are a big city. There are a lot of people here are people from everywhere; we really need it."

"This is where the money's made and this is where the tax revenue is so we can deal with it better than some other places if there isn't as much money to go around," countered a third.

Crime rates in the city have been on the steady decline. Crime in the seven major felony categories is down 76 percent since 1993, even though the department's headcount is down to 35,600 from a peak of around 41,000 in 2001.

The government is dropping the ball on this decision. More bodies in the academy equals more tax revenue for the government. "Stable city budget." That revenue is coming from New Yorkers that get parking tickets from TEAs. Those numbers are way up from last year. They're going to start handing out tickets who J walk. And also increased parking meters. All the money that they generate is coming from New Yorkers. It's always something bad has to happen before the government does anything. Bloomberg is not getting my vote.

$2 Billion in new stadiums
Several Billion on a new subway line we don't need
$15 million on waterfalls that caused $30 million in damages
Millions of dollars in slush funds that disappeared
Raises for the City Council
Hundreds of millions in lost tax revenue due to people fleeing the City

I just saw on Fox 5 that NYPD will receive 7 million from another program. Looks like small academies again.

I hate to tell you that 7 million bucks isnt going to get you " small academy classes". If I had to guess that will get you maybe 75-125 new officers.

DC Metro received roughly 13 million and that going to help bring in 50 officer with salary and bennies paid through 2012.

One of the major factors in this decision was based on crime rate...Bloomberg and Kelly screwed themselves over this by fudging up the stat sheet every week to make it look like the city doesn't need additional officers.
