What are the laws for Volunteer Firefights and Red and White police lights on a Vehicle.

My friend, ex-vol firefighter got pulled over, they tested his lights, and arrested him for impersonation.

This doesn't make sense. You aren't going to get arrested for "impersonation" unless you have blue lights in your car and you are trying to pass as a police officer.
