Looking for a high quality unlined windbreaker that can be used with duty gear.
Prefer a wind/water proof material such as
Gore-tex.any suggestions?

Check you local uniform store. There is a jacket called a "chill chaser." It is a windbreaker that is fairly water proof. It has a removable liner (zip in/zipout) and is excellent for spring and fall use.
Mine survived several years of hard use, including my cigars, without becoming damaged. In fact, when I retired I gave it to a buddy.

I have a Blauer brand "3 in 1" jacket. It is gortex with a zip out liner. Its not cheap but it replaces the heavy "tuffy" jacket that is about worthless and the spring light jacket. There are some other brands that are just as good, Gall's even has one but we were at the time I purchased mine, required to only have the Blauer brand. It is a couple years old and still looks great.
