Here is their website:

Thanks for the reply but I was wondering if there are any officers out there that work or know this people. I mean are they real officers? Do they have real police powers (arrest/detain/investigate) What are the requirements for employment? Ect...

http://www.legaltips.org/california/california_penal_code/830-832.16.aspx
830.3 (p)
830.3. The following persons are peace officers whose authority
extends to any place in the state for the purpose of performing their
primary duty or when making an arrest pursuant to Section 836 of the
Penal Code as to any public offense with respect to which there is
immediate danger to person or property, or of the escape of the
perpetrator of that offense, or pursuant to Section 8597 or 8598 of
the Government Code. These peace officers may carry firearms only if
authorized and under those terms and conditions as specified by
their employing agencies:
(p) The Deputy Director for Security designated by Section 8880.38
of the Government Code, and all lottery security personnel assigned
to the California State Lottery and designated by the director,
provided that the primary duty of any of those peace officers shall
be the enforcement of the laws related to assuring the integrity,
honesty, and fairness of the operation and administration of the
California State Lottery.
My guess is that these are full-time peace officers, because they do their own stings and fraud investigations.

A little digging on their website wouldn't hurt...

There are 9 district office throughout the state and a Headquarters office in Sacramento with sworn and non-sworn personnel.
Ok I don't mean to be a dick but come on. LAPD is probably a lot better job.
Do you want this as your badge?

Think about it. This agency generates big bucks for a state in desperate need of them. If they provide their officers with a CalPERS "safety" retirement plan, what could be better? ;)

The state has a ton of those investigations type offices for various departments. They are like the equivalent to the Fed's inspector general offices in a lot of cases. Internal fraud, abuse of the programs, etc etc.
The dental investigators (consumer affairs) have peace officer powers too. Maybe their badge has a tooth in it.

I have worked two cases with the Lottery Police. One was a suspect who had a stack of stolen lottery scratchers and the other was a guy who was involved in a kind of a complicated scratcher fraud where he used old winning scratchers that were thrown in the trash by idiot supermarkets who are actually supposed to send them to the Lottery Comission instead.
In both cases it was a local plain clothes investigator who was very professional and very helpfull. As usual they are understaffed and over worked with tons of cases, some of them very complicated. Its a great job if you never want to work uniformed patrol and just be a detective. I imagine it's a hard job to get because their arent that many of them.

Sorry, but comparing those two agencies is like comparing apples to oranges. And I certainly would not base my decision on whether to work for an agency on what their badge looks like.

Are these hired straight from SIBC academies with university degrees, or are they laterals from municipal/county agencies with years of experience in patrol/investigations?

yes to both however the edge goes to experienced personnel from state / local municipalities..
SIBC or basic academy...
what Garbage Man said.. mostly detective / investigative stuff only. I've worked with a few of their people, interesting stuff...

Although not with lottery investigators specifically, I have worked extensively with other California state investigators. Of those I have worked with, about 70% came over from local agencies and about 30% started with the state.
As a side note, Dateline NBC (ala Chris Hansen) did a show on lottery fraud, which included interviews and some takedowns with California lottery investigators. Here is the link:
