Different departments require different T-scores as passing. I've seen them as low as 42 and has high as 55.
Think of a bell curve. Now think of a line that goes straight down the middle of the bell. That line is 50. MOST people fall within 10 points of 50, either 10 below or 10 above. So if you're under 40, you're really below average, and if you're above 60, you're above average. And if you're above 70, you REALLY above average. ;) I never heard of anyone getting less than 30.
Apparently, each point earned is related to your chances of succeeding in the academy academically.
If you end up taking it several times, I have found that the score does creep up.
Good luck!

Okay. I got 61 on my first test, and have taken it twice with other agencies since, in hopes of achieving better results.

I would say anything 55 or higher should be passing. All departments are different. I believe RSO and SDSD is in the high 40's for a passing T-score.
