If you are asking if there are NY City officers who speak Russian, the answer is yes, how you find them, I'm not sure, but if you need an interpreter, you can ask the disptacher on the radio. When i worked the streets in NY, I knew who the officers were in my area that spoke Spanish, Cantonese, etc, and I would call them to my scenes if i needed someone to trnaslate.

Mnu need help, who will help me to talk to reporters, go to the office and say that one policeman offers an interesting history, very interesting. Can I count on your help?

They have the Internet in Russia? (just kidding)
Anyways, it seems like you want to speak to a police officer in New York City about something, but you live in Russia. Your best bet is to stay on this board and search for someone that possibly speaks Russian.
Does the police officer have to be in New York City, or other areas acceptable?
Go to this post, it can probably help you: http://forums.officer.com/forums/showthread.php?t=74950

Here's what he said:
Hello, I searched the police who know the Russian language, and thanks to you that you responded. I wanted to ask for help from the police of America. The thing is that I am a former police officer. I was 30 years ago illegally fired, my pregnant wife illegally put in jail, the father brought his wife to suicide. Since then, I am struggling with crime judges and prosecutors in Russia. In all the grounds for prosecution, Judge issued the verdict against my pregnant wife. But his criminal defending, I'm not allowed to prosecute. * A general arbitrariness. I need the moral support of police, and assistance in disclosure through your journalists, this is a very interesting story, you help me, it is very important, I am struggling for 30 years.
Sincerely Minin Valera, my Email
Looks like he was fired when the Berlin Wall was still up and Breshnev was still in power.

After reading this thread, police officer won't be able to help you.
He is talking about corruption in the judicial system. If he wants to bring attention to that issue he should contact a news station not U.S Police Officer.

Hello, Thanks for the advice. But understand me, that is useless to write in the newspapers (I will try to write). I tried to write in the newspapers and the automatic response is that we have a lot of letters and we can not answer all letters. And I have such poor English that I understand is very difficult. I ask you to do good work for me who lives or who has friends in New York. Let them get in the newspaper New York time. Talk personally with the journalists, this is a very interesting story. And I beg you to ask help for me in http://www.hrw.org/. In New York there is a branch of the organization. Understand, I want it badly. 30 years, I have sought the rehabilitation of the Law on my side and I do judge directly call in all the statements, the judge a liar and a criminal falsifier.
Help
Valera Minin Sincerely

I think your best bet would be to try to get in touch with a Russian language American newspapers (for Russians living in the U.S.).
I know the Irish in America read the Echo and the Jamaicans in America read The Gleaner. I don't know what the Russian equivalent would be to those papers, maybe this http://www.kurierweb.com/ ?

If I am correct, you want someone to contact the New York Times to run your story in that newspaper. Running stories in the New York Times is often difficult however, you may want to try to contact them directly and I am sure they have someone who speaks Russian.
The New York Times Company
620 Eighth Avenue
New York, NY 10018
General Inquiries:
(212) 556-1234
Otherwise, you may want to contact the United Nations Human Rights if you feel your human rights have been violated. Their website is http://www.ohchr.org/EN/Pages/WelcomePage.aspx.
Good Luck!
