Info on visiting World Trade Center site

I have a trip to NYC coming up in a couple of weeks. I will be stopping by the WTC site. I'd like to know if there are protocols or guidelines for leaving something there to honor the officers killed on 9/11. I was thinking of bringing a department patch with a black ribbon attached.

Any information would be appreciated.
