This is what I don't get...

Someone took exam 8050 in October 2008
Someone took exam 8310 in September 2008.

Which would hold more seniority? Exam 8050 is earlier...but exam 8310 was given in September, while 8050 was given in October....it's confusing.

Also, who would they take first? Someone who scored a 95 on a later exam, or someone who scored a 90 on a earlier exam?

I would imagine that there is a cut-off line somewhere.

From what I know anything below a 70 is failing...

But why would they take someone who scored a 71 over someone who scored a 98 on the next exam, only because of the earlier exam #?

Anyone with a earlier exam has more seniority and all that who scored the highest is all bullsh*t you have people that scored 72 seating right next to you at orientation while you had a raw score of 90.

They go by exam DATE not number. The whole number rumor started because before walk in tests were introduced, earlier exam number would always be at an earlier date. Since walk-in exams were introduced, they had to change their numbering system but they still go by when exam was given opposed to the test number itself.

It goes by date the official list is established by DCAS. After the protest period, vets points etc. DCAS establishes the list, the day that list is established is now your place in line.
