I need some help on an investigation. The guy I had just about caught, dissappeared. He was running a porn site with kiddie porn on it. The site has temporarily dissappeared, but I don't think he's gone. I could use a hand to help figure out what I'm not seeing.

I have original location of suspect, suspect name, general hang-outs, family. (It's almost like this guy dropped off the face of the earth.) Thanks for the tip. I'll see what it can do.

Who can you squeeze? Does his family/buddies have any trouble looming? What are his habits? Is there anything that he wants and has to go somewhere to get? If he has haunts, he'll show up there eventually. See if you can get some seed money and spread a little around for info. I don't know much about peds. (thankfully http://www.officer.com/ubb/smile.gif) but it seems they are a pretty tight group, not apt to flip unless they have a pretty good reason. Good luck.

That's the problem I'm running into. Nobody wants to talk. They haven't seen him or heard from him. The last time I found him, I had to pretend I was interested in that crap. http://www.officer.com/ubb/mad.gif I should have gotten a f*cking Oscar for the acting I did. I doubt he (or his associates, I know he has them) will fall for that trick again. He hasn't contacted the original person that tipped us off either. (Or so she claims.) I just am not ready for this to sit in an uncompleated file yet. B*****ds like this need to be caught and prosecuted. I'm just getting frustrated as time goes by, and he still is out there. I'm hoping someone grows a set of morals in his "group" and gives him up. Until then, we sit and watch.

Nobody WANTS to talk, but they all do, eventually. Do you have the means for surveillance? Does his family know what you want him for? Tell mom that you really do need to find him, because a victim's family has hired someone to kill him. Now, YOU need to find him to SAVE him. You can always count on a mother's love. If you have taps or can watch them, just wait. Call posing as a bank saying his car is going to be repo'ed? You're Sammy and you have money you owe him? Someone will pass some sort of message to him eventually.

Last tip we had, he IS using an alias. We tried to pull in his friends/family on any charges we had on them, hoping they would deal. Last we heard he is still in California. If anyone there hears of something I could use the tip. He's not real carefull of hiding his business, just his location. We are trying to check if he uses credit cards, so far that has been a dead end. He still hasn't gone to any of his local haunts. B*****d has someone helping him hide. Anyone have tips on how to approach some of his clients without tipping them off. It seems like these people can tell who is law enforcement and who is just another sick pervert.

Get some help from your local insurance investigator. If your dirt-bag has been gone long enough, he may have used his name or other information in the wrong place. Most insurance investigators have computer programs giving them access to certain informational parts of credit histories. If his SSN, or name, has been used anywhere a credit application is completed, it should pop up. The insurance investigator will also have ways of tracking his car, and other people living at his address. I just learned of this resource recently, and will keep it mind for the future.

Are any of them on probation or parole? A parole officer can inspect a probationer's home at any time without a warrant. They can violate their probation just for associating with such people, never mind protecting them. Probation Officers (good ones, not the lumps) have ways of motivating their clients that we don't.

Follow the money. If he's running a business, he expects to get paid, right? Where is he withdrawing from the ATM? Where is he cashing/writing checks?

Also, if he has a car, call the cities and towns where you think he might be and see if he's gotten any parking tickets. That one works a lot.

Find out where your leak is. If he ghosted on you at the biggining of an investigation, someone is a leak. Keep in mind that they may not realize that they are a source!!!

If this guy is very sophisticated, then he can disappear into a well developed and well funded network that runs all over the world.

This is important...ws the guy sending child PORN over the internet...or child EROTICA? i.e. pre-pubescent children engaging in sexual acts...or merely photos of naked children? the first one is illegal...the second is not. (Unless you have some local statutes that specifically address it, 'local standards' fashion)

I don't know what part of the country that you are in, but...try a submission to your area RISS agency. If the guy was transmitting or recieving child porn across state lines, then call the FBI, and Postal Inspector. You should also call the National Center for Missing and Exploited Children. they can be of great assistance. Also, run an 'off-line' search for the guys tag(s), etc. this will give you a list of every time that his tag has been run along with who ran it, when, and where. I've had great luck with that.

Basically, you're going to have to run an intelligence driven investigation. I would get as much info one everyone involved as possible before switching from covert to overt. Get a picture of every thing this guy has done since he turned 12 years old. Everywhere he has lived, worked, etc. and do the same for every othr person in the guys life. If you have reasonable suspicion of a nexus to criminal activity, then you have enough to start an intelligence file. Subpoena the ISP info, cell phone info, loan info, tax info, etc etc. Postal Inspectors can help out with a mail cover. Phone companies can help out with phone tolls and verbatim records. Secret Service can help with the credit card companies on tracking when it is used. the list goes on and on....These guys often go international so also call your area Interpol representative.

Also keep in mind that if this guys was involved with alot of 'underworldy' types....somebody may have given him the big dirt nap if they found out you were snifffing around. He may have been set up as a fall guy to begin with.

My agency is involved in an FBI taskforce on these porn types. Give the FBI a buzz, they have resources that we just don't have sometimes. They also work alot of interstate rings. Best of luck catching this person.

Do you have access to Autotrack or some other similar public records database? Often when people run they go somewhere they've lived before. Autotrack will give you prior addresses for your subject. You can also run his social security number out to see if it is associated with any other names.
