What is it exactly and what do its members do?

Patrol in unmarked vehicles and in plainclothes in attempt to catch the bad guys. Imagine "vice" from the movies, but without the killed perps and dramatics.

They have unmarked cars and unmarked taxi cabs while performing their anti-crime duties.

It is a precinct level unit that patrols in plainclothes in unmarked cars. They usually target specific felonies that occur in the precinct, be it GLA, burgs, robbery.
