Eh, maybe it's aimed at guys who have BA's and are retired from the job.

We start our bottom of the food chain civilian dispatchers with a GED at $41K, so $32K to start for an Assistant Director wih a BA (even for a retired guy) is an insult.

And if you want to live near work, I believe the cost to purchase a one bedroom apartment in a decent area of Manhattan starts at around $1 Million now.

You generally have to look on the DCAS site for the "Special Officer (HHC)" exam, although I've heard that they do sometimes hire outside the civil service system. I haven't been following but I think that it's been a while since they posted.
