I'll be graduating from Eastern Kentucky University in the fall of 2004 and was wondering how early I should start sending in applications for employment? Also if I pass the test how flexible are deparments with letting you finish school before going to the Police Acadamy? any help would be greatly appreciated

Thats a tough question, because it depends so much on each individual agency. I had one department I applied for take two months just to call me for an interview, then I had another agency that was through with the entire hiring process in less then a month.
If it were me, I would apply three to four months before your graduation.

Call the departments that you are interested in and ask their recruiters. Every agency has different procedures and timetables for their hiring. There are agencies that will hire you and then will let you go into a later academy class once your degree is finished. The vast majority of agencies won't do that though, and will expect you to start the academy when they tell you to, since they hire only one class at a time.
Normally the larger agencies publish hiring schedules that tell when the hiring process begins for each academy. For example, if you want to go into the Indianapolis PD's Jan 04 academy, you have to put in your pre-application form by the end of this year. Columbus has such information available on their website, at <a href="http://www.columbuspolice.org" target="_blank">http://www.columbuspolice.org</a>
You can also look at the various Police Corps programs. They will take you on while in college, pay you up to $30,000 for tuition reimbursement, and help you find a job before you graduate. The only thing there is that you have to spend four years with the agency that hires you.

I've looked at Columbus Police Departments webpage....but haven't contacted anyone with the recruiting office...I've also looked at the Police Corps in Kentucky but would prefer to move back to Ohio when I graduate....If I'm going to work for a local police deparment....

Now would be a good time to talk with the recruiters. Find out their requirements and their time tables. Just like Patrick said.
You might want to set up some ride alongs. Get a feel for the departments that you are interested. It will also be something to put on the resume or bring up in an interview.
I would have got into the Police Corps program if they would have had it a few years ago. You really can't go wrong with that. School is paid for and you know that you have a job when you are done.
