I have a friend who believes a group of persons are having her tracked and watched at night mostly (Gang tactic mode!!!)...She is wondering if she can actually take photos of the car/truck they drive, she is almost sure the person's might be a neighbor who has harassed and threatened other neighbors in her area ( For years now!)She has proof also and they will act a pond this proof ..YOU CAN BET ON THAT... if the guilty guys are reading this!!!!!!!!!and now they are trying their best to scare her. A few weeks ago she had the cops in for a drop by because of an incident and threats where yelled at her...now she is keeping track of the followings and writing them down and she has seen one of the vehicles go back to those neighbors!
That is harassment as I know of it!
What kind of advice can you give her and don't say move to a new place, because she is not going to!She needs a plan! Please send me a email as I know the thugs are reading this!

You've been missed. Welcome back.

Of course your friend can take photos of the vehicle, especially if they continue to drive past her house or sit in front of it. If your friend has suspicions, she should act a pond them.

She is doing the right thing by keeping a journal of suspicious behavior. In order to charge someone with stalking in Wisconsin, there needs to be a set pattern. Have her keep track of the behavior for a couple weeks, and if the harassing behavior continues, she should contact the police
