Can having a ccw when you apply for a pd, count against you in anyway as far as the hiring process?,
Also if you get denied a ccw can that ding you from the hiring process?

On the POST PEACE OFFICER application, there is a question towards the end of the packet: "Have you ever been DENIED a CCW permit?"
If you carry under a CCW permit, an agency will double check your original paperwork and cross reference it with what you submitted to them (references, addresses, etc). They will also look hard for willful or negligent exposure as well as peace officer impersonations. If you were denied a CCW permit, they will look for the reason behind the denial.
I used to carry under CCW and was told all this by my BI.

I think the 1st thing a BI is going to wonder is, "Why does this person need a CCW?"

I had a CCW when I lived in another state. Was denied one when I moved to SoCal.
Neither one caused me any issues....

I had one from Alaska that was still current, and expired ones from Oregon, and California. My BI didn't even ask me about it, but then again I'm from Norcal, that might make the difference.

Having had a CCW permit in California is not grounds for DQ. As part of the background, you will be asked about the circumstances that prompted you to apply for a permit. Just have a reasonable explanation.
Bering denied a CCW permit is not necessarily grounds for DQ either. California is not a "shall issue" state. Many chiefs and sheriff's in metropolitan areas routinely refuse CCW requests unless you show unusually compelling circumstances. However, if the reason you were denied a CCW is something that would also be grounds for DQ on a police background, then the answer is obvious.
